GACC classifies registered enterprises into two categories based on the degree of food risk: "official review registration" and "enterprise self application, official unified registration".
Mode 1: "Official Recommended Registration" Mode (for 18 high-risk food categories)
This part of the food needs to be recommended for application to the General Administration of Customs of China by the official regulatory agency of the exporting country (such as Singapore), such as the Singapore Food Authority (SFA).
1. Applicable products: including meat and its products, aquatic products, dairy products, bird's nest and bird's nest products, bee products, eggs and egg products, edible oils and oilseeds, stuffed pasta, edible grains, grain milling industrial products and malt, preserved and dehydrated vegetables, as well as dried beans, seasonings, nuts and seeds, dried fruits, unbaked coffee and cocoa beans, special dietary foods, health foods, etc., totaling 18 categories.
2. Application method:
1. Food production companies in Singapore submit applications to the Singapore Food Authority (SFA), the official regulatory body in Singapore.
2. SFA conducts a review and evaluation of the applicant company, and after determining that it meets Chinese requirements, recommends and submits registration application materials to the General Administration of Customs of China (GACC) through official channels.
GACC will review the application materials and, if necessary, organize a review team to conduct on-site evaluations or video inspections.
After the review is approved, GACC will assign a registration number to the enterprise in China and include it in the "Registration Information of Overseas Food Production Enterprises" list (commonly known as the "whitelist") for publication.
Mode 2: "Enterprise Registration Application" Mode (for food products other than Class 18)
For foods other than the 18 high-risk foods, production companies can directly apply through GACC's official online system or entrust agents to apply.
1. Applicable products: such as candies, beverages, cookies, pastries, coffee, and other common foods.
2. Application platform: "Registration Management System for Overseas Production Enterprises of Imported Food" of the General Administration of Customs of China.
3. Application method:
Singapore's food production companies register their corporate accounts in the above system.
Fill in the application information online and upload relevant proof materials.
After submission, it will be reviewed by GACC.
After approval, the registration number in China will also be obtained and included in the public list.
